MAPSS Performance Improvement program
The Wisconsin Department of Transportation MAPSS Performance Improvement program focuses on the five core goals and associated performance measures that guide us in achieving our mission "to provide leadership in the development and operation of a safe and efficient transportation system." Establishing goals and measuring results is essential to running a successful and efficient organization and meeting public expectations. The department is committed to quarterly reporting of progress, with updates published in February, May, August and November. The schedule for review and reporting on individual measures is based on pertinent program cycles, the availability of data and the department’s business need for the information.
Core goal areas and MAPSS Scorecard measures
Performance measures are a tool to help the department assess how well it's doing at meeting our mission. The Scorecard provides a snapshot of the state of Wisconsin’s transportation system. Interactive web pages provide a way for the public to “drill down” into more detail. Click on a core goal area to explore each core goal area and related Scorecard metrics.

- MAPSS Scorecard - The MAPSS Scorecard is a two-page snapshot of the department’s key performance metrics for the most recent reporting period. The MAPSS Scoreboard includes how the system is trending and whether the department is meeting established targets.
- MAPSS Performance Improvement report - Two-page snapshot and narrative summary with details for each MAPSS performance metric.

Service: DMV driver license road test scheduling
WisDOT’s customer satisfaction survey confirmed customers place a high value on the availability of first-time driver skills test. New drivers expect to find adequate appointments at their preferred location to avoid traveling great distances or delaying scheduling. The DMV tracks the number of Instruction Permits issued as a leading indicator of future demand for road skills tests, then measures the percent of estimated demand met by scheduled tests. Our goal is to have tests available to meet 90 percent of the estimated monthly demand. The first year of data for this metric has established a baseline for evaluating future trends and reveals seasonal fluctuations in supply and demand. The DMV actively uses demand forecasting to make resourcing decisions. Early results suggest efforts to improve service are working, and will make progress toward our goal.
