The Wisconsin Department of Transportation (WisDOT) publishes solicitation information exclusively on the Internet.

In general, consultant firms must be registered as a WisDOT eligible consultant to be able to submit a Notice of Interest (NOI) for projects in construction management, engineering and related services, and special solicitations.

Construction engineering

Construction engineering services contracts are selected through a statewide notice of interest/interview selection process conducted once a year in the fall. Contract awards for the entire construction season are based on these fall interviews, even if changes in WisDOT staffing require additional consultant contracting during the following spring and summer.

A project "questions and answers" process is used to address questions about solicitation packages. No other contact with WisDOT staff is allowed during the solicitation.

To be considered for an interview, firms must be listed on the WisDOT Roster of Eligible Engineering Consultants and respond with a Notice of Interest Questionnaire.

All firms need ESubmit permissions to apply for construction interviews. No hard copies of the NOIs are accepted.

Volatility in the construction program may force projects in-house or postpone them to a future construction season.

Design and related services

Design and related services solicitations are published bimonthly on the Internet. Certain projects may be open to consultant firms not on the WisDOT Roster of Eligible Engineering Consultants. These projects will be noted as "open." 

All firms need ESubmit permissions to apply for projects in bimonthly solicitations if they have not received permissions in the past. No hard copies of the NOIs are accepted.

A project "questions and answers" process is used to address questions about solicitation packages. No other contact with WisDOT staff is allowed during the solicitation.

Interviewing firms may only contact the WisDOT staff person listed on the NOI with questions before the interview. Answers to those questions will be shared with all interviewing firms.

Awards of solicitation packages are subject to WisDOT funding and staffing changes.

Bimonthly and special solicitation schedule

As of July 2011, solicitations are bimonthly, not quarterly.
