DBE - Uniform Certified Program (UCP) certified firms

To participate in the DBE Program, a firm must become certified.

Certification process

Request a certification application from an equal employment opportunity (EEO)/labor compliance coordinator at the nearest regional office.

Civil Rights Compliance System (CRCS) is a Web-based application for WisDOT and its many partners throughout the state and nation.

1. Access the UCP Directory and learn about participating firms:
   • Select a geographic area served.
   • Select the North American Industry Classification System (NAICS) codes (2-digit code) you want.
   • Check more specific codes within that category, (based on the descriptions), or some combination of the above.
   • Change nothing and select all firms by NAICS code.
     (Note: Working with NAICS codes may take some getting used to)
2. If you are accustomed to selecting UCP firms with queries such as name of firm, or by specific categories of work (construction, suppliers, trucking, etc.), then your firm should be already be registered (move on to step 5).
3. If your firm takes out construction plans/bids, is a subcontractor on a project, or applies for certification in the UCP program, then it should be registered in our database (move on to step 5).
4. Register with CRCS (If your firm is already registered, move on to step 5)
   1. Note - Your firm need only register once.
   2. In exchange, you will have access to the contact information for every registered firm.
5. Log in to CRCS
   1. Enter UserID and password
   2. Click Submit
   3. Click Report
   4. Click Bidder's list
