Transportation Alternatives Program (TAP)

The Transportation Alternatives Program (TAP) allocates federal funds to transportation improvement projects that “expand travel choice, strengthen the local economy, improve the quality of life, and protect the environment." TAP is a new legislative program that was authorized in 2012 by federal transportation legislation, the Moving Ahead for Progress in the 21st Century Act (MAP-21).

With certain exceptions, projects that met eligibility criteria for the Safe Routes to School Program, Transportation Enhancements, and/or the Bicycle & Pedestrian Facilities Program will be eligible TAP projects. All interested parties should review the “Ineligible Activities” section of the Federal Highway Administration Interim TAP Guidance to determine if federal eligibility changes pursuant to MAP-21 may impact a proposed TAP project.

WisDOT anticipates accepting TAP applications beginning in October 2013, with awards announced in early 2014. In the interim, applicants should become familiar with the below-listed documents and resources:
