Wisconsin Information System for Local Roads (WISLR)

A data management tool for decision-makers

The Wisconsin Information System for Local Roads (WISLR) is an Internet-accessible system that helps local governments and WisDOT manage local road data to improve decision-making, and to meet state statute requirements. With Geographic Information System technology, WISLR combines local road data with interactive mapping functionality. The result is an innovative system that allows users to display their data in a tabular format, on a map, or both.

With WISLR, users can produce maps that show the location of road-related data and see trends that might otherwise go unnoticed. For this reason alone, WISLR aids with organized and logical assessments about local road data. This is just one example of what WISLR can do—and there are many other benefits.

WISLR offers an advantage to local governments, who are required to report the pavement condition of roads under their jurisdiction to WisDOT. Since WISLR is a receptacle for local road information, such as width, surface type, surface year, shoulder, curb, road category, functional classification, and pavement condition ratings—plus more, WISLR generates the data locals need to get the job done.

Access to inventory information also aids with other tasks, such as compliance with Governmental Accounting Standards Board Statement 34 (GASB 34). This statement mandates reporting the value of local roads as infrastructure assets. 

And WISLR is easy to use, even for those who don’t spend much time using a computer.

In keeping with the state’s motto, “Forward” thinking officials saw the need to supply both state and local governments with easier access to data necessary to continue providing safe, well-maintained local roads for Wisconsin residents. WisDOT recognized this and initiated WISLR, the first Internet-based local road system of its kind in the United States. 

Our local road infrastructure is vital to Wisconsin residents and the economy. We all depend on local roads to safely transport us to our destinations each day. In order to sustain this vital asset, responsible stewardship of local roads is necessary. WISLR will help meet these stewardship responsibilities.

Local control of data: Flexibility, strength, accuracy

Local governments can use WISLR’s querying, analytical, and spreadsheet tools to organize and analyze data. They can also update and edit their data. This combination improves accuracy for both pavement condition rating submittals and road inventory assessment. 

WisDOT can accommodate pavement ratings submitted using a number of methods:

• Editing directly within WISLR online (requires formal training to obtain editing privileges)
• Sending a file for pavement rating updates, either by mail or electronically
• Filling out paper forms

How to access and get started using WISLR

Authorized representatives of local government are eligible to obtain WISLR access privileges. To access WISLR, follow the simple steps below.

First time WISLR users:

1. Establish an ID and password: Type https://on.wisconsin.gov into the address bar found at the top of your browser. Click on the Self-Registration link, and then follow the steps for Self-Registration to create an ID and password. 

2. Navigate to WISLR: Type https://trust.dot.state.wi.us/wislr/ and enter your ID and password, then answer some questions. WisDOT will send you an e-mail that establishes and confirms your WISLR privileges after you establish your ID and password. Please allow a few days to receive your WISLR privileges.

3. Established WISLR privileges: Once you’ve received your WISLR privileges, access WISLR by typing https://trust.dot.state.wi.us/wislr/ into the address bar at the top of your Web browser.
