State reprimands Wausau area auto salesman

In an effort to keep his motor vehicle salesperson’s license, Jeffrey J. Zahn agrees to follow better business practices. Mr. Zahn, an employee of Budget Auto Plus, 4308 Stewart Avenue, Wausau, admitted to numerous violations of state law including:

• Accepting a down payment without executing a purchase contract.
• Neglecting to properly disclose material history and general condition of a vehicle on the Wisconsin Buyers Guide.
• Executing a motor vehicle purchase contract prior to the vehicle inspection and disclosure.
• Having a buyer sign an incomplete motor vehicle purchase contract.
• Failing to provide a buyer with a copy of the motor vehicle purchase contract.
• Failing to provide a buyer with a copy of the retail installment contract.
• Failing to provide a buyer with a copy of the warranty document.
• Making changes to dealer copies of the motor vehicle purchase contract but not to consumer copies.

Jeffrey J. Zahn agrees to allow agents or employees of the Wisconsin Department of Transportation (WisDOT) to inspect all business records necessary to verify that he has discontinued these illegal practices and is in compliance with state law.

This agreement is part of a special order issued by David Schwarz, administrator of the state Department of Administration's Division of Hearings and Appeals. This action is the result of an investigation by WisDOT’s Division of Motor Vehicles’ Dealer and Agent Section. Violation of a special order is grounds for denial, suspension, or revocation of a representative license.
