Northeast Wisconsin road construction projects for 2013

Tentative schedule for WisDOT projects

The Wisconsin Department of Transportation (WisDOT) NE Region in Green Bay is providing a tentative listing of construction projects scheduled in the region for 2013. The list includes state projects on interstates, the United States highway system, and the Wisconsin state highway system. Construction costs for these projects are estimated at approximately $270 million.

Be advised that schedules are subject to change. Once construction has begun on a project, updates on traffic impacts and construction progress will be available on WisDOT’s weekly construction media release, distributed every Friday, tentatively set to begin in early March.

The Northeast Region includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago.

Motorists are advised to use caution and remain alert when driving through any work zone.

Drivers are also encouraged to seek information about work zones and detours at the following locations:

Region Wide

Deck Sealing
Location
: Brown, Calumet, Outagamie, Winnebago counties
Schedule: Approximately June to August
Length of project: NA
Description of work: Deck sealing and traffic control
Traffic impacts: Shoulder and lane closures. Possible night work.

WIS 29
Location
: WIS 29 intersections with County U and County VV
Schedule: May 2013 to June 2013
Length of project: 0.2 mile at County U, 0.75 mile at County VV
Description of work: Project will involve intersection modifications at the intersections of WIS 29 at County U and WIS 29 at County VV. The County U intersection will be modified to include left turn lanes for WIS 29 traffic turning to County U; however will restrict vehicles from turning left from County U onto WIS 29. Work at the County VV intersection will be similar to the work at County U, however will include modification to a J-turn style intersection, or one with the ability to make U-turns on WIS 29 approximately .25 miles from the intersection. 
Traffic impacts: Work will be staged. WIS 29 may be reduced to one lane during off-peak hours and the median will be closed at the intersections at times during construction. County U and County VV will be closed at times for the reconstruction work on the side roads. Access to Marley Street/Milltown Road will be maintained during construction.

WIS 29
Location
: WIS 29 and County FF Interchange
Schedule: June 2013 to September 2014
Length of project: 1.6 mile
Description of work: WIS 29/County FF intersection will be converted to a diamond interchange with roundabouts at the ramp termini. County FF will be reconstructed from south of Navajo Trail to County C/Shawano Avenue. Roundabouts will also be constructed at the intersections of County FF with Navajo Trail/Golden Pond Park Court and County FF with County C/Shawano Avenue. The existing intersection of Golden Pond Park Court will be relocated south to align with Navajo Trail. A new frontage road will be constructed to connect the existing Golden Pond Park Court to the existing Sunlite Drive. The intersections of WIS 29 with Sunlite Drive and with Woodland Road will be removed following the completion of the interchange. 
Traffic impacts: WIS 29 may be reduced to one lane during off-peak hours. County FF will be closed to through traffic during construction, including the intersections with Navajo Trail/Golden Pond Park Court and County C/Shawano Avenue. Woodland Road, Greenfield Avenue, and Sunlite Drive will be closed at times during construction.

WIS 54
Location
: WIS 172 to Pleasant Road
Schedule: 1 month of work starting mid-summer
Length of project: 2.2 miles
Description of work: Mill and overlay of existing asphalt surface. Will also upgrade beam guard along the project.
Traffic impacts: Work will be completed under traffic with flagging operations during daylight hours.

US 41
Location
: Scheuring Road (County F) Interchange
Schedule: July – October
Length of project: NA
Description of work: Repairing four damaged girders that resulted from a vehicle hit.
Traffic impacts: Lane closures will be used on US 41 during off peak hours. Work will also be completed during a limited number of full US 41 and Scheuring Road closures allowed only at night; during these closures US 41 traffic will be directed up and down the Scheuring Road ramps. The sidewalks on both sides of the bridge and one westbound lane on Scheuring Road will be closed for almost the entire duration of the project. Full closure of eastbound Scheuring Road will be necessary for 5 days towards the end of the project to complete the epoxy overlay of the bridge deck.

WIS 160
Location
: Highview Road to St. Augustine Street (WIS 32) in the village of Pulaski
Schedule: Spring through fall
Length of project: 0.6 miles
Description of work: Urban reconstruct on the west side of the village of Pulaski.
Traffic impacts: WIS 160 will be closed to through traffic and will be detoured via WIS 29 and WIS 32.

Calumet County

US 10
Location
: City of Brillion
Schedule: April to June
Length of project: NA
Description of work: Complete minor items from 2012 project. Grading ditches, placing topsoil, diamond grinding, erosion control, landscaping, and traffic control.
Traffic impacts: Shoulder closures. Possible short turn lane closures and flaggers.

Door County

Bayview Bridge
Location
: WIS 32/57, Sturgeon Bay, Door County
Schedule: March 4 to July 4
Length of project: NA
Description of work: The project includes structural steel repair, bridge painting, electrical and machinery system upgrades, an overlay of the bridge deck and approaches. This work is being done to extend the life of the bridge.
Traffic impacts: Bridge closed to vehicular traffic and pedestrians. Detour through city of Sturgeon Bay.

Fond du Lac County

WIS 175
Location
: South county line to US 151 Bypass, Fond du Lac County
Schedule: July to September
Length of project: 7 miles
Description of work: The project consists of removing and replacing two inches of the asphalt pavement. Spot improvements will be made to curb and gutter in the urban section of the town of Byron. Base course will be added to the shoulders where necessary. Pavement marking will also be placed on the new pavement.
Traffic impacts: Traffic will be reduced to one lane under moving operations for the majority of the project. Advanced warning signs and flaggers will be used to inform drivers of upcoming road work and direct traffic around the work area. Traffic will be detoured for two weeks during the replacement of a railroad crossing.

Manitowoc County

US 10
Location
: Branch River Bridge
Schedule: July to November
Length of project: 0.4 miles
Description of work: Bridge removal and replacement. Grading, base course, asphalt paving, erosion control, landscaping, and traffic control.
Traffic impacts: US 10 is completely closed and detoured. Detour route is US 10 to County J to County JJ to I-43 to US 10.

US 10
Location
: Village of Reedsville
Schedule: July to September
Length of project: 1.2 miles
Description of work: Resurface project and bridge rehab. Milling, asphalt paving, bridge work, erosion control, landscaping, and traffic control.
Traffic impacts: US 10 is detoured. Local access only. Detour route is US 10 to County W to County JJ to County J to US 10.

I-43
Location
: Rest areas 51 (mile marker 168, southbound I-43) and 52 (mile marker 168 northbound I-43)
Schedule: April to July
Length of project: NA
Description of work: Rehabilitation of rest area buildings and concrete patching of parking lots.
Traffic impacts: Rest area buildings may be closed for short periods of time. Parking lots will have limited parking spots available.

I-43
Location
: I-43 and WIS 147 Interchange
Schedule: September to November
Length of project: NA
Description of work: Ramp widening. Grading, base course, concrete and asphalt paving, erosion control, landscaping, and traffic control.
Traffic impacts: No direct impacts to I-43. Ramp work at WIS 147 only. Majority of work done under traffic with flaggers. Possible night work and short duration night time ramp closures.

Oconto

WIS 32
Location
: Lakewood to Townsend, Big Hill Road to Bobcat Lane
Schedule: June to July
Length of project: 3 miles
Description of work: Mill and overlay existing asphaltic pavement
Traffic impacts: Work to be done under traffic with flagging and potential lane restrictions

Outagamie County

WIS 441/County KK
Location
: WIS 441/County KK interchange to Appleton
Schedule: June to November
Length of project: NA
Description of work: Reconstruct the northbound and southbound WIS 441 exit ramps to County KK with parallel exit ramps and expand the exit ramps to provide additional queuing (traffic) storage and dual left and dual right turn lanes from the exit ramps to County KK to improve safety and operations on the ramps. Some minor geometric improvements will be done on County KK to accommodate the additional ramp turn lanes. Concrete pavement joints will also be repaired on County KK between Kensington Drive and Stoney Brook Road.
Traffic impacts: Lane restrictions on WIS 441 and County KK with some off-peak nighttime lane closures on County KK and closures of the exit ramps to accommodate construction operations.

WIS 96
Location
: US 45 to WIS 76
Schedule: June to November
Length of project: 10 miles
Description of work: In the rural areas outside the communities of Dale and Medina, the existing concrete pavement will be rubblized and overlaid with asphaltic pavement. In the communities of Dale and Medina, the urban sections of concrete pavement will have the joints repaired and will be overlaid with asphaltic pavement. The park and ride lot at US 45 will also be resurfaced.
Traffic impacts: Done under traffic with flagging.

WIS 96
Location
: Little Chute
Schedule: June through late October
Length of project: 1.5 miles
Description of work: Urban reconstruct
Traffic impacts: WIS 96 will be detoured and closed to through traffic for the duration of the project. The detour route will be WIS 96 to County N, County N to County OO, County OO to WIS 55, and WIS 55 to WIS 96. Local access to businesses and residences will remain open.

College Avenue Bridge
Location
: Appleton
Schedule: Fall 2013
Length of project: NA
Description of work: Replacement of the painted steel railings
Traffic impacts: Some lane and sidewalk closures during off peak hours.

Sheboygan County

WIS 32 and WIS 42
Location
: WIS 32 and WIS 23 to Howards Grove NVL; WIS 42 and Pigeon River to Howards Grove NVL
Schedule: 3.5 months, starting in late spring/early summer
Length of project: WIS 32 – 6.4 miles, WIS 42 – 0.9 miles
Description of work: Resurfacing project
Traffic impacts: Open to traffic with flagging

I-43
Location
: WIS 32 and County KK bridge projects
Schedule: 2.5 months of work sometime between mid-April and mid-October
Length of project: NA – bridge overpasses of I-43
Description of work: Bridge painting
Traffic impacts: County KK will be closed for 20 days. WIS 32 will remain open with single lane closures. Some lane restrictions to I-43.

WIS 23
Location
: Plymouth to Sheboygan
Schedule: June to November
Length of project: County O to County E – 1.1 miles, County M intersection – 0.6 miles
Description of work: Highway Safety Improvement Program (HSIP) project, intersection reconstruction at County O, Pleasant View Road, County E, and County M intersections.
Traffic impacts: County O, Pleasant View Road, County E and County M will be closed during construction. County E will not be closed at the same time as County O and Pleasant View Road. Some lane closures on WIS 23.

WIS 23
Location
: WIS 23 where it crosses over WIS 57
Schedule: 1.5 months of work sometime between mid-June and mid-October
Length of project:  NA – bridge overpass of WIS 57
Description of work: Bridge painting
Traffic impacts: Some lane closures on WIS 57

WIS 23
Location
: Woodland and Range Line Road
Schedule: 2.5 months of work sometime between mid-April and mid-October
Length of project: NA – bridge overpasses of WIS 23
Description of work: Bridge painting
Traffic impacts: Some lane closures on WIS 23. Woodland and Rangeline Roads will be closed during bridge painting, but not concurrently.

WIS 57
Location
: South county limits to WIS 32
Schedule: Mid-April to November
Length of project: 24.9 miles
Description of work: Resurfacing project
Traffic impacts: Done under traffic with flagging

WIS 21
Location
: City of Omro, WIS 21 and WIS 116 north intersection
Schedule: Mid-June 2013 to early August 2013
Length of project
Description of work: Intersection safety improvement.  Mill/resurface existing pavement with slight pavement widening in the northwest quadrant of intersection.
Traffic impacts: Intersection open to traffic except for single lane closures. All lanes open for holiday periods.

WIS 116
Location
: Waukau to Omro, WIS 91 to South Omro city limits
Schedule: Mid-June 2013 to late August 2013
Length of project: 3.7 miles
Description of work: Maintenance-level milling and resurfacing. We will pave a minimum two-foot width on shoulders and shoulder rumble strips will be added in rural area of project. No work is proposed beyond edge of existing shoulders.
Traffic impacts: WIS 116 open to traffic with single lane closures using flaggers during daylight hours.

WIS 116
Location
: Main Street, village of Winneconne from 9th Street to 13th Avenue
Schedule: Early July to late September 
Length of project: 1.4 miles
Description of work: Maintenance-level milling and resurfacing of the driving lanes only. No work in parking lanes. No work on Wolf River bridge in downtown.
Traffic impacts: WIS 116 open to traffic with single lane closures using flaggers between 7 a.m. and 7 p.m. No work during Sovereign State Days celebration.
