WIS 164 (County J), I-94 - WIS 175 - Environmental documents, Final Environmental Impact Statement (FEIS)

The Wisconsin Department of Transportation (WisDOT), in response to comments received from review agencies, local units of government, interest groups and private citizens, prepared a Record of Decision (ROD) for the WIS 164 project.

The ROD detailed the features of the selected alternative, discussed the range and magnitude of impacts associated with ultimate construction of this alternative, and addressed comments on the FEIS, which was completed in late 2001.

After coordinating with appropriate review agency representatives, the ROD was finalized and forwarded to the Federal Highway Administration (FHWA) for review and comment. FHWA issued the ROD on March 6, 2006.

Based on FHWA's determination, the environmental analysis and documentation phase of this project is now complete. Commitments made in the FEIS (including impact mitigation, design features, permit requirements and others) were pursued during the design process.

Preferred improvement plan identified for WIS 164/County J corridor

WisDOT, in consultation with the Federal Highway Administration (FHWA), identified the preferred improvement plan for the WIS 164/County J corridor in Waukesha and Washington counties.

The 18-mile corridor extends from Rockwood Drive just north of the I-94/County J interchange to near County E, south of Ackerville.

Detailed information on the preferred alternative, the basis for its selection, measures to minimize adverse effects, and a summary of the public hearing testimony and comments received during the public comment period were presented in the FEIS.

Some specific features of the preferred alternative:

  • The recommended ultimate, long-term improvement is a four-lane divided roadway with a 30-foot-wide grass median separating northbound and southbound travel lanes.
  • In segments where traffic will be below the 13,000 ADT threshold for the foreseeable future, the four-lane improvements will be implemented through corridor preservation and interim two-lane improvements will be implemented when safety, pavement condition, and/or capacity concerns indicate the need.
  • An urban typical section with curb-and-gutter both inside and outside the travel lanes will be constructed from Rockwood Drive to the vicinity of Howard Lane, north of Sussex.
  • A hybrid typical section with curb-and-gutter inside, gravel shoulders and ditches outside will be constructed from Howard Lane to near County E.
  • Plantings, small berms, landscaping and other aesthetic treatments will be incorporated into the project in some locations.
  • WIS 164 will pass over the Union Pacific railroad crossing in Sussex.
  • The posted speed limit in the southern eight miles of the study area between Rockwood Drive and Sussex will drop to 45 miles per hour.
