Business 51 (Post Rd.), County B to Minnesota Ave., in the villages of Plover and Whiting, in Portage County.

Project overview

Reconstruction of the roadway includes:

  • Wider travel lanes
  • Dedicated turn lanes
  • Bike lanes in both directions
  • Adding and widening sidewalks on both sides of the roadway
  • Two lanes in each direction with raised center median

Business 51 is an important transportation corridor with a significant number of commercial establishments. The existing roadway has a higher-than-average crash rate.

To improve the safety and operations of the roadway, crews will reconstruct Business 51 from a four-lane, undivided urban arterial to a four-lane divided arterial with a raised median. The median will have openings at most side streets. Many driveways onto Business 51 will be combined, moved or removed. The raised median will require most driveways remaining on Business 51 to become a right-in/right-out only access.

After the reconstruction of Business 51 is completed, the ownership of the roadway will be jurisdictionally transferred from the state to the village of Plover and Whiting.

The project represents an approximately $42 million to $45 million (including real estate) investment in the local infrastructure.

Status/phase

Phase 1: Green Drive to Springville Drive

  • Final design is scheduled to occur in 2012-2015.
  • Construction currently scheduled to begin in 2016

Phase 2: Elm Street to Minnesota Avenue

  • Final design is scheduled to occur 2013 to 2017.
  • Construction is currently scheduled to begin in 2018.

Phase 3: Tommy's Turnpike to Elm Street

  • Final design is scheduled to occur 2013 to 2017.
  • Construction is currently scheduled to begin in 2018.

Springville Drive to Tommy's Turnpike

  • Final design is scheduled to occur 2013 to 2019.
  • Construction is currently scheduled to begin in 2020.

Improvements to the Business 51/Minnesota Avenue intersection were completed fall 2011.
