WIS 23 Corridor Preservation Study

Project overview

The WIS 23 Corridor Preservation Study is located on WIS 23, between County P and WIS 32, in Sheboygan county. It is a 10 mile long four-lane divided expressway with at-grade intersections.

This study will address issues associated with the WIS 23 between County P and WIS 32. The 10-mile-long study passes along the north of both Plymouth and Sheboygan Falls.

The preservation study will look to develop alternatives that will be needed to convert this section of WIS 23 to a freeway to provide the type of service consistent with a Connections 2030 connector route.

In order to obtain the freeway designation, all current access to the expressway will be modified, resulting in an interchange, overpass, or a road closure. Highway preservation is done according to State Statute 84.295.

After evaluation of the alternatives the Wisconsin Department of transportation (WisDOT) will map the right of way needs for the location of future overpasses and interchanges.

No construction is planned as a part of this study. Implementation of the improvements will occur as determined by future operational needs.

WIS 23 is a connector route in the Connections 2030 plan. It is a major east-west highway connecting US 41 and I-43 between the Fox Cities and Milwaukee, and provides a direct route between Fond du Lac and Sheboygan.

Project benefits

This study will determine the land acquisitions needed to convert WIS 23 to a freeway incorporating frontage roads, overpasses and interchanges.

Mapping and acquisition of the land now:

  • Assists government agencies at all levels in future planning.
  • Saves money since acquisition of land becomes more costly once development has occurred.
  • Preservation of real estate represents a savings for the public.
  • Expedites the project once design and funding are approved.

WisDOT’s long-term vision of this segment is an ultimate freeway with increased traveler safety and mobility.
