Tier 1, US 8 Environmental Impact Statement (EIS) - Purpose

An EIS is a planning document that describes and analyzes issues associated with major public projects. It presents the involved agencies and the public with specific information to consider before a final decision is made.

An EIS includes specific information about:

  • Project's purpose and the need to take action.
  • Different highway design options.
  • Existing environment.
  • Expected environmental changes due to the project.
  • Steps to ensure adequate public and agency input.

Development and completion of an EIS generally takes several years and involves widespread coordination, review and public disclosure of project issues.

Comments have been sought and welcomed at each major step in the process, including the formal public hearing that was held to present and discuss the content of the Draft EIS.
