US 14 (County KP-Westview Ct.) - Need/purpose
Cross Plains

Why is this project needed?

  • US 14 is a high-volume route serving Madison and western Dane County. Steady growth and development (specifically Cross Plains, Black Earth, and Mazomanie) have resulted in increased volumes for both vehicle and truck traffic volumes along the corridor.
  • US 14 is designated as a long-truck route and heavy regional traffic volume conflicts with local traffic, impairing the operational characteristics of US 14.
  • Much of US 14 traffic has destinations and origins beyond Cross Plains, yet all US 14 traffic must travel through the center of Cross Plains.
  • Through-traffic hinders and makes local turning movements more difficult.
  • Local traffic interrupts through-traffic and increases the crash potential.

Project purpose is to serve existing and projected traffic volumes while avoiding and minimizing impacts to the natural, physical, and socioeconomic environment where feasible and prudent.

Project benefits

  • Improve corridor operational efficiency by providing a safe and dependable highway connection to and from regional communities while reducing conflicts between local and through traffic.
  • Improve geometric deficiencies that are unsafe, impact traffic flow, and cause driver confusion.
  • Improve the highway facility to meet current design standards.
  • Provide better mobility by meeting vehicle capacity and level of service needs.
  • Improve facilities and crossings for pedestrian and bicyclist safety.

  • Replace the bridges over the Black Earth and Brewery Creeks.

Improve the existing two-lane highway, particularly at the County P and Brewery Rd. intersections, to increase safety and operations.

Includes an access management plan to ultimately reduce and/or consolidate the number of access points along the corridor.
Improve mobility and safety for pedestrians and bicyclists.
