Why not build Stage 3 now instead of Stage 1 and 2 improvements?

Stage 3 is far more expensive and results in much greater impacts than Stages 1 and 2 combined. WisDOT currently predicts it will not be needed until 2030 or beyond.

• Building Stages 1 and 2 first is a reasonable and responsible alternative. They will provide many years of safe and efficient service and will delay the significant impacts and costs of Stage 3.
• Stages 1 and 2 features are designed to maximize compatibility with Stage 3 changes.
• Significant differences between the predicted and actual future transportation network, modes of travel or development patterns could delay, alter or even negate the need to build Stage 3.
• Even if Stages 1 and 2 become insufficient years from now, construction of Stage 3 is by no means a certainty. WisDOT would be required to conduct a complete environmental re-evaluation to determine if Stage 3 is needed or is still the best solution.

As with any road construction project, traffic will be impacted. WisDOT will address work zone safety and congestion with a number of specific actions, but motorists must be cautious and patient when passing through. Planning ahead will be important to everyone in reaching their destination as safely and with as little additional delay as possible.

• WisDOT's top priority during construction is the safety of construction workers, motorists, pedestrians and bicyclists. Speed limits and construction areas will be well-marked and law enforcement will be patrolling throughout the project to ensure traffic laws are obeyed.
• There will also be helpful roadside signs for important information.
• Construction work will be staged to limit impacts to the extent possible in any given location.
• Nearby roads with sufficient capacity will serve as alternative routes and be improved as needed prior to the start of Stage 1 construction.
• Bus service, and park and ride improvements and alterations, will be investigated.
• Up to date information will be provided throughout the construction process via local radio and TV, road signs, the Internet, and more.
• Stage 1 and 2 reconstruction of Verona Rd. (US 18/151) and of the Beltline from Whitney Way to Seminole Highway is a large undertaking. When completed, it will provide smooth and safe access to and through the area for many years after.

How would Verona Rd. improvements help the area or region?s economy?

• Customers are more likely to frequent businesses they view as easy to get to and from.
• Improvements reduce delay for delivery of goods to businesses on and near the corridor.
• Home buyers and apartment renters are more likely to consider living in neighborhoods that are served by roadway that are easy to get to and from on safe and uncongested roadway with good pedestrian and bicycle accommodations.
• The study?s Indirect and Cumulative Effects (ICE) analysis predicts Stage 1, 2 and 3 improvements will have an overall positive effect of on the local and regional rate of residential development, commercial, and industrial development.
