WIS 35 (Tower Avenue) Reconstruction Project - Need/purpose

Why is this project needed?

The existing concrete pavement dating from 1914 and 1935 is well beyond its useful life and has many areas of deterioration. Multiple overlays have temporarily preserved the driving surface.

The current sewer system combines surface water and sanitary sewer water. A new storm sewer is needed to reduce surface water flowing to the current underground sanitary sewer system.

Project benefits

The project provides roadway corridor reconstruction, including:

• Parking
• Sidewalk
• Street lighting
• Some side street work
• A complete new storm sewer system will be installed to improve the aged combined storm/sanitary lines.
  
  
• The new roadway configuration may include two lanes with a left turn lane option.
• The use of a raised median may be constructed in many locations, depending on design traffic analysis.
• The project will provide aesthetic treatments and amenities in accordance with the State Community Sensitive Design (CSD) policy. As the design progresses, additional amenities or features may be added depending on agreements with the city of Superior.

The reconstruction of Tower Avenue (WIS 35), from Belknap to North 3rd Street, is the last in a series of projects to completely reconstruct the Tower Avenue corridor in the city of Superior.
