Integrated Corridor Operations Project (ICOP)
ICOP is a multi-agency initiative intended to provide traffic management systems for local arterial roadways that serve as alternate routes for freeway traffic.

This project deploys signal system upgrades along Layton Avenue from Packard Avenue to 20th Street and also on Howell Avenue (WIS 38) from Layton Avenue to the Airport Spur (WIS 119). 

These system upgrades allow traffic to flow more smoothly through the corridor. The signal system automatically adjusts red-green times on the local roadways to accommodate increased traffic diverted off I-94 during an incident or special event.

Traffic Incident Management Enhancement (TIME) program 
Traffic incident management is a coordinated approach to reducing the effects of traffic incidents. This type of management focuses on quick detection and the response and clearance of traffic incidents and hazards. 

Traffic incident management programs also alert drivers to traffic incidents as they occur and coordinate traffic to encourage drivers to use the best alternate travel routes. Freeway incident management strategies can:

  • Reduce traffic incident vehicle delay by as much as 73 percent.
  • Improve travel times by nearly 50 percent during traffic incident conditions.
  • Reduce the number of secondary crashes by nearly 80 percent.
  • Cut fuel consumption during traffic incidents by as much as 35 percent.
  • Decrease traffic incident duration time by 50 percent.
  • Cut traffic incident congestion by 50 percent.
